Public Presentation at Dundee Ice Arena

Dark Blue Property Holdings Ltd invite members of the public to a pre-application presentation for a proposed new football stadium and mixed-use development at Camperdown Leisure Park, Dundee.

The presentation will set out initial thoughts on a new home for Dundee Football Club, designed to meet the needs and aspirations of the 21st century game. The decision to move from the club’s historic home at Dens, is not being taken lightly, but is based on a growing awareness of the present and future limitations of the existing facilities at Dens Park, and their inability to support the evolving needs of a modern football club.

The ideas outlined in the presentation will also reflect a need to anchor any proposals in a financial reality whereby the creation of a new stadium cannot occur in economic isolation, but must be supported by a robust and diverse range of income generating activities such as those explored on the indicative layouts.

The presentation will not be a series of fixed final decisions, but a range of ‘what ifs’ – potential activities around the stadium, which are being set out in a Pre-Application Consultation (PAC) to allow their individual and combined viability to be examined and discussed by all interested parties prior to the submission of a formal planning application later in the year.

Project Details

The Application will be for a mixed-use development of the site around a new 15,000 seat football stadium with associated internal accommodation.

Other proposed uses / activities are housing, commercial / restaurant accommodation, a hotel connected to and associated with the stadium, and a crematorium. Also, the potential provision of a new football training facility and an extension to the existing ice rink are at present the subject of early stage exploratory discussions with Dundee City Council.

The Application will also include alterations to the existing access roads and provision of parking / services in support of all activities.

Planning Process

As the area of the proposed application site exceeds 2 hectares it is classified under Scottish planning legislation as a ‘Major Planning Application’, and accordingly the applicant is required to undertake statutory pre-application consultations (PAC) with the local community.

The PAC lasts a minimum of 12 weeks and was triggered by the submission of a Proposal of Application Notice (PAN) to the Council on the 25th August 2017.

The purpose of the PAC is to afford developers, Planners and members of the public an opportunity to identify, discuss and where possible address issues or concerns related to major developments before they are formally submitted as planning applications.

The PAC also provides a period for strategic discussion between the prospective applicant and various official bodies, and for the preparation of advance studies that will be used to ensure the viability of the proposals.

Part of the evaluation process will include a Transport Assessment (TA) and an Environmental Impact Assessment (EIA). Determination of the scope of investigative studies required, is reached through discussion with statutory bodies including DCC Planning and Transport Departments.

For this purpose, an EIA scoping request has been submitted to, and is currently being reviewed by DCC.

Feedback

Members of the Public, will be encouraged to provide feedback on the proposals, for which forms will be provided at the presentation. The feedback at this stage is directed to, and collated by the applicant’s design team who must record the issues raised and provide a response as part of any formal planning application.

Providing feedback at this stage allows people an opportunity to voice opinions and raise issues for consideration with the prospective applicant at an early stage in the process, but in no way limits their ability to submit comments to DCC on the actual application once it has been submitted to the Planning Department.
